I have the honour to acknowledge with thanks

the receipt of your despatches of the 24th, and 28th. September relative to the shipment of certain tyres and pharmaceutical products to Manila.

With regard to the contention put forward by the French Vice-Consul, I am te stote that this Government has no

power to stop goods destined for German firms in Manila mless such goods are transhipment goods for which a permit is required under the Military Stores Exportation Regulations.
